Alan Fowlkes – Executive Director
In his new role as Executive Director, he performs leadership and management functions for the 800-acre COMtech Business Park in accordance with the established policies, strategic plans and objectives as delegated by the COMtech Board of Directors. Mr. Fowlkes works directly with county and regional economic development teams to recruit new businesses and support industry growth. Alan is married to Julie and they reside in Lumberton, NC. They have one daughter, Anna, who attends UNCW.
Carolyn Locklear – IT Support
Mrs. Carolyn Locklear has served as COMtech’s IT manager since 2005. Carolyn has a Bachelor’s Degree in Business Computer Programming and 20 plus years of experience as an IT Professional. She also owns and operates her own small business (Carolyn’s Computer Services) and has numerous clients around the region to which she maintains file backup systems, internet services, installs and networks new PC’s along with proprietary software for the businesses. A military veteran, Carolyn is married to Vernon and along with 2 sons, Daniel and Joshua, live in Maxton, NC.
Arlie Jacobs – Legal Counsel
Mr. Arlie Jacobs has served as COMtech’s legal counsel since before the organization was incorporated. Now more than 13 years later, Mr. Jacobs continues to provide legal guidance to the Board of Directors on a pro bono basis and has been recognized as an Honorary Member for his contributions and dedication to COMtech. He is an attorney with the firm Locklear, Jacobs, Hunt & Brooks with areas of practice in real estate, special proceedings, corporate, business, and contract litigation. In 1977, he earned his J.D. from University of North Carolina at Chapel Hill and is an alumni of Pembroke State University (now UNC-Pembroke) from which he graduated in 1968. He is an active member of several professional organizations and is the present corporate attorney for Lumbee River Electric Membership Corporation. Mr. Jacobs is also a US Army veteran with service from 1968-1970. He resides in the Buie-Philadelphus community and has two adult children, Seneca and Adrian.
Greg Cummings – Economic Development Consultant
Mr. Cummings serves as the economic development consultant for COMtech Business Park. He has been the Economic Development Director for Robeson County since 1996 and was instrumental in planning and development of COMtech since it was founded in 2000. Mr. Cummings is an active member of several economic development associations that include the North Carolina Economic Development Association, as well as the North Carolina Southeast Partnership. Mr. Cummings is a proud veteran and has spent his professional career dedicated to the economic development of Robeson County by providing site selection and expansion assistance to major clients such as Campbell Soup, Steven Robert’s Desserts, Cape Fear Arsenal, and dozens of other projects.
